ELLA stands for “ELbe-LAbe preventive flood protection measures by transnational spatial planning”. The project is funded by the European Union. Twenty-three authorities from Germany, Czech Republic, Poland, Austria and Hungary cooperate to develop a joint action programme for spatial planning in the Elbe River basin.

On the basis of an analysis of existing strategies, programmes as well as the different legal frameworks for flood prevention in the Elbe river basin a transnational strategy with emphasis on spatial planning has been developed. The strategy includes:

• Conclusions concerning the legal basis for spatial planning and flood protection

• Water management recommendations of relevance for spatial planning

• Spatial planning recommendations for the regions of the Elbe river basins

• Recommendations for increasing flood awareness

In addition, a couple of pilot projects have been developed to support the implementation of the strategy on local and regional level. The following studies and tools have been produced: Legal studies, water management analyses and studies, spatial planning studies, flood hazard maps / flood management systems, touring exhibition.
